Carriers bill by whichever number is greater: the actual scale weight or the volumetric weight. Large but lightweight cartons often have more air inside, so the dimensional charge can exceed the physical weight.
CBM means cubic meter. It is a standard sea freight measurement used to estimate how much space cargo occupies inside a container or warehouse.
IATA commonly uses 6000 for air cargo. Many express couriers use 5000, and some road networks use 4000 or 3000 depending on the service level and lane.
